The most named are Russia (5,582), Iran (1,798), China (1,319), Mexico (1,237), United Arab Emirates (765). OFAC also runs country programs such as Cuba, Iran, North Korea and Syria; a party tied to a country is not the same as a country under sanctions. Many entries name no country at all.
